The National Teachers’ College Kabale is located in Kabale Municipality, approximately 420 km south west of Kampala. The town lies at 2000m above sea level. The college sits on about 68.4 acres of generally flat land. The Ministry is aiming to rehabilitate majority of the buildings and adding buildings where facilities and infrastructure is not sufficient. The rehabilitation works will include appropriate access to electricity, sanitation facilities, drinking water, drainage and solid waste management. Majority of the structures were constructed in the 1970s and present damaged or missing splash apron, signs of heavy dampness from storm water and deep cracks with peeling plaster in some parts. The roof parapets show signs of dampness due to rainwater and there is a general lack of rainwater pipes to direct water safely to the ground. There is extensive repair work that needs to be done. The learning spaces are poorly furbished, lit, aerated and dilapidated and represent about 1035 square meters that will be the main focus for the intended rehabilitation works. Along with this the program is augmented which requires additional new buildings. The college also has insufficient sanitary facilities, majority of which have been vandalized and are in a state of dilapidation. Additionally, the facilities for collection and disposal of solid waste are grossly insufficient. The service shortfalls at Kabale NTC are evident mainly comprising lack of alternative power supply, inadequate water supply and poor waste management systems. Priority in terms of extension will go to renovation and/or completion of existing college facilities followed by extension of priority facilities, water supply, solid and liquid waste disposal and provision of alternative energy sources.

The initial approach to transform the existing campus of ‘The National Teachers’ College, Kabale is to retain and refurbish the good condition buildings like the Admin, Library, Staff office, lecture rooms & Laboratories at large. Looking at the composition of these blocks, the concept of a learning street connects them together and all we need is some open or semi enclosed spaces for students to gather for exchange of ideas and thoughts. This is how the academic and administration form as a street with in between the open plazas. Supporting functions like dining, amphitheatre, maintained workshops are arranged in proximity with the primary functions. The staff accommodations are placed closed to the academic area and they have separate entry and exit access roads. At the extreme end of the site, the hostels for both boys and girls are located taking into consideration of the private zone. They also have easy access to the dining and games facilities. To achieve a total student’s strength of 1200, the current buildings aren’t sufficient to accommodate, therefore new constructions, demolition of poor structures and extensions are part of the proposed master Plan for the project. Considering the limited funding for the project, the Master plan development is divided into three phases of construction. The first phase intends to start with the rehabilitation works of the existing building like admin, Staff office, Lecture halls, Labs and Library. Part of staff accommodations, the open playfields and the Amphitheatre are also included in this phase. Second phase will cover the new academic blocks, new Library, refurbishment of Dining hall, Staff accommodations and half of the hostels blocks. The final phase will aim in improving the conditions of the hostel blocks and new constructions to meet the total number of students.
